Giving illegal aliens Driver's Licenses practically gives them de-facto legal status in this country, as that form of Identification is used very often in important Documents to verify a US Citizen's or US Resident's place of legal residency and true identity, thus giving them "under color of law" access to US services and benefits intended for the people of the US, and not of foreign Nations.
