That is incorrect. Subaru released a Twin Turbo 4 cylinder (stock) Legacy, they used sequential turbos. One spooled up, then it cut out and the other turbo took over. It's very possible. The 2.0 TT Legacy made around 280 HP, where the single turbo 2.0 makes anywhere from 260 to 320 hp stock.
any thing is possible in this world, with enough imagenation and a deep pocket you can run 4 turbos in one engine with the right engineering if you really wanted to, i mean i've seen tractors pulling with 4 or 6 supercharged v8 so any thing is possible
