I think Woodrow was his own worst enemy. He came in with a lot of idea's and passed a lot of legislation but he really became quite arrogant and somewhat mad towards the end. I think he showed great restrain from entering WW1 and then entered when his hand was forced by the Germans but not finishing the war and forming the league of nations in an effective way because he didn't want the Republicans to have any say really screwed things up. His last year in office was plagued with chaos.
