Which means their bosses won't force them to give tickets to people all the time. Right now (at least in USA) they need to meet a minimum number of tickets per day just to keep their job. Which is bullshit.

I ride with them all the time for my internship and I can defiantly say that is defiantly something that is made up. Now tickets are money that is given to the city however there is no quota.

If you start talking back, resisting vehicle or property searches, etc, you're fucked. From just holding you up for no reason to getting beat up. It really depends on how nice you are to them. I've seen what happens. At the very least, they'll find something wrong, even unintentional, that wasn't perfectly legal and cite you for it. You can never follow the law 100%, even if you want to.
