Try downloading an older version. There should be several up on the Audacity homepage; I don't recall the exact version number, but some older build does come with FFT Filter.

It depends on your sound source. The noise in the sound clip I used is actually the sound of a waterfall in the background of the scene. So to avoid that, make sure you have no waterfall around while recording.
Unfortunately, I won't know since I am not using SF10. But I am pretty sure that this can be achieved with the software as well. Just look out for similar effects like I am using in this tutorial; as far as I know, they're pretty basic audio editing effects.

You might be using the wrong Audacity version. I noticed that in a newer version, some effects are not included. Try downloading a slightly older version and see if it contains the desired effect.

Um, I have a unregistered version, I don't know what kind of version it EXACTLY is right now because I'm using a different computer, but all I know right now is that its the free, unregistered version that digitalph33r uses. I'll give you the exact answer around 5 or 6 aclock when I'm at home.
Goldwave has an AWESOME version of a radio that sounds like a stormtrooper/radio/halo spartan. It sounds great but my goldwave got all screwed up and it freezes up and it won't let me use it, it sucks. The vid is great though, I wish it had more of a stormtrooper sound though, I'm working on a series and I only have so much audio recorded so far...
You can of course use this effect on a song if you'd like to. I just used it on a voice clip to demonstrate that you can achieve excellent walkie talkie- / communicator-effects with it, like for a Star Wars-fanfilm.
