i had the same problem in my dreamcast...with poor quality cd-r...the lens refused to read the discs, therefor making that noise, but with good ones (Sony specially), reads them instantly...so i adjusted the laser potentiometer (i don't know if it's named like that) a bit (A BIT) to the right...now it reads them all (poor and good) without problems n.n
also you could try changing the lens with a creative cd rom drive, it works like a charm (what i've watched)

I think this is because the image you burned isn't a selfboot. I recommend either downloading a Utopia disk or downloading a selfbooting cdi file of whatever game it is you're trying to play. They're easy to come by these days online.

You are all wrong. That happens when the disc is too close to the laser. Tell you what: disassemble your lens (only the top plastic part, the one who have the 3 little screws) and grab the little plastic wheel (where the cds are put) and pull from it till it starts moving. remove the whole wheel, and start testing where the cd is playing ok, then put some super glue on the wheel (where the little engine goes) and put it back. It worked for me, believe it or not.

Mine only does that to cds that werent burned at the right speed. Say you burned yourself a copy of Phantasy star online at 12x it would do that, but if you burned it at 4x it would be fine. 12x should be the highest speed you burn any DC game, any higher and you will run into lots of problems.

I think this may be a ribbon problem. Try manually pulling the optical pickup all the way up, make sure the path is relatively smooth and then try.

that is because some games are non selfboot so you will need
a utopia boot disc to boot those. google is your friend

The reason it doesn't work is you own a "late" dreamcast where the laser is on the left. You need a dreamcast where the laser is in the top centre.
