Probably because they're a second-world country.

Yeah, a couple hundred years of Soviet occupation can do that to virtually anyone. I suppose 500+ nuclear testings from the Soviets could wreak havoc on most nations as well (the last Kazakh man I met had three kidneys...any guesses as to why?).

I just tend to like traditional Kazakh music and don't really care if they are first, second, or third world for that matter. It's not really about politics or artificial rating systems in my eyes, Kazakh music is cool.
