Well to meet Tommy & Timmy you need to get Tom Nook's store upgraded to Nookington's
Then when you go downstairs, Tommy and Timmy will be helping Tom Nook to sell stuff.

The hair styles can only be gotten by playing wifi or DS to DS than haveing a friend buy one thing at Nook n go's for moe info GameFaq is a pretty good place ?:/
