Easy answer. Think of A and THE in English. Use A the first time in front of a noun the first time it appears in a conversation and use THE after that.
犬がいる。/ Inu ga iru. = There is a dog.
あなたの犬は健康ですか/Anata no inu wa kenkou desuka?= Is your dog healthy?
In the 2nd sentence we know the dog already exists so we don't use GA.
So... "yuki ga futteiru" implies this is news to the listener. Get it?
Read up more on this on the net, but that's my explanation. There's more to it, but no room!

I'm pretty sure that's when u say 雪が積もっています。It's is similiar to getting married (or marrying right) and I am married. To marry: 結婚する。I am married:結婚しています。
tsumoru has a "white image" so if it is falling and piling up nice and white I would say tsumotteiru/tteimasu -- like the comments below. But if it's old and and has not melted yet I would use nokoru 残る.
Yuki ga nokotteiru.
If it's work you mean. Like work has piled up. Then we have a special expression.
Shigoto wa yamazumi da.
仕事は山積みだ.
Work is all piled up. (Meaning you have a lot of work to do.)
