It was us paying millions to keep the Sunnis from fighting, it was the ethnic cleansing that cleared out mixed neighborhoods and created 4 million refugees and then the building of walls between communities, and it was the ceasefire of Al Sadr that caused a decrease in violence. And earmarks was just 18 billion! Obama sees the big picture!
