Tails automatically gets an A just by virtue of completing it. With Rouge you have to meet the ever-so-stringent threshold of leaving 5 or more seconds on the clock.

This is why you never see Tails drive on the ground anymore. His driving licence was suspended for driving an entire course backward. Lucky, his flying licence was NOT affected. Rouge recieved a suspension and had to rely on running and escourts for the same reason. DON'T DRINK AND DRIVE...OR DRIVE COURSES BACKWARDS, KIDS. IT'S THE LAW...then again, Tails being 8 was put on probation since he had an illegal licence anyway. Again, his flying licence was unaffected.
