I think your close, it probably is a glitch, but there was probably a cloth or door there that was supposed to hide the cars/baddies. then in the final version something went wrong and the textures where dropped?

cars can easily be killed with an explosive or electric weapon. I never other cars with my car.

You can just easily walk through it though. Like near Lucky's area (forgot name) you can take a shortcut through a blacked out garage thing. OTG saw it and I definitely used that one myself too. I don't know if the developers planned it or not....
