Not scripted, just coached maybe. We have a similar spiel on cable (Comedy Central) on The Man Show. A pre-teen boy is coached into doing/saying all sorts of on the street pranks. He's given a fake ID in one scenario, and actually gets away with buying cig's and alcohol at a convenience store. Plus porno mag's. Becky's is much more innocent and cute.
