The reason there are so many similarities between this and Goldeneye is because the original developers of Goldeneye and Perfect Dark on the N64, left Rare and made their own studio, Free Radical.

The Dam level and health and body armor meters are just a few of the many nods they intentionally put in there to reference their previous work.
