It's not, the footage with Bilbo was shot in a set which looked like his house, then, using an automated camera rig which follwed the exact same camera movement Gandalf was shot on a blue screen. These two shots were then comped together to get the size difference :)
@deggis4 The whole building was not CGI, they really built the Set two times, one set is huge for Bilbo to look small, and the other set is small for Gandalf to walk through. This time they put Gandalf in a Bluescreen... and add some effects to Gandalfs staff and hat, so that they can create the illusion that Bilbo actually take it.
