I'm all for cap & trade as long as some protection is provided to consumers to prevent them from bearing unfair burden.

If there is a real cost to pollution (which is otherwise borne by the public in the form of diminished environmental conditions anyway) companies will reduce where they can. To make shit work you must use proper incentives, cap & trade works when conducted properly.

All the environmental pollution done and still being done by companies are because OF the profit motive. I see many problem with CO2 trade, only some of which are discussed in this short video.
There have already been fraudulent sales of carbon on a big scale in Europe. It is in the nature of markets it seems.
We have some base line prices should we need them. thank you market, now good bye.
The point is to reduce carbon emissions. No amount of shuffling papers to and fro will fit new technology or implement good practices.
