The Brotherhood is much more prepared for war compared to GDI during the Second Tiberium War. Nod was building up their military when GDI focused on peacekeeping and rebuilding.

By the Third Tiberium War most of Nod's troops doesn't even have a standard uniform anymore due to the lack of resources. But their elites like the Black Hand and Confessors have armor that are much more advance than GDI's. (They look cooler too!)

I know, I was talking about Nod's EVA ingame. I know it isn't LEGION, but I imagine LEGION's voice as being a bit like that. I just always thought it was LEGION (like back when I posted that) until it started directly aderssing the Commander (me) as "LEGION" in Kane's Wrath

In fact LEGION does speak in KW campaign. In one cutscene hes saying "alexaaa" or something like that with the same voice as cabal speaks in the first cutscene.
