@colen42 It is illegal to BASE jump off building around the world, because first you are trespassing on the roof. Then there is the danger to you, pedestrians on the ground and traffic. To legally do it you pretty much have to get permission. Even National Parks in the US at least ban you from jumping off cliffs. This is why it isn't a very commercial sport because it is illegal to do many of the best jumps.

@hellerase Jump of your house to train. You don't even really "need" a parachute to base jump. You can just use a standard bed sheet, and use duct tape to keep it attached.
