I think it is describing the condition of being a wife, where the husband doesnt treat the woman like a person, but like a piece of property who is there to please him. Like when she says, "there is rosemary where previously no there was no rosemary", and "Come back so you can see There are roses in the flowerbeds where there never used to be" the woman is doing this things because she wants to, not because it is her duty, and the husband does not appreciate this.
The lyrics are frightningly true for the housewife.
