It had grown from garage rock from the 60's The Count Five, the Seeds Human Beinz etc...tons of bands like that In N.Y.C..Patti Smith Television, The Ramones, The Dictators & Blondie started making noise around 1975 and the whole scene exploded around 1977. I know 'cause i was there.I also tried out for singer in the reformed Misfits and my friend produced the first two albums.
