It is spelling out "Rammstein". It's heard the clearest at 03:05  and onwards.

The voice just repeats "I" and then sais "s-e-i-n", which is a German word - "sein" means "to be"... I don't hear an "r" or a "t" which you would need for "Rammstein"

You can't hear it at the beginning (here it sounds, as you say, something like i-(a)-s-e-i-n) . It took me a while to hear it myself, but the letters start to gradually "build up", and if you listen carefully at about 3:05 (and onwards), you can actually hear the full spelling.
