They could have set an example by holding the conferences at a Canadian Forces base, lots of security, low cost and they could have used a lot of money to fix up deteriorating bases. The security cost is indeed large, but it was smaller in the 1950's when children learned respect for leaders in school and chewing gum was the worst disciplinary problem, and there were no greasy demonstrators. Maybe a return to right-wing philosophy would help; then security would be $40 for the overtime for ONE retired Commissionaire to let the leaders into the building!
