On one hand, a person born blind would have nothing stored in their brain cells about color or light, so stimulating neurons wouldn't make them see anything. But many times the disconnect is between the eyes and the nerves, not the nerves themselves. If the optical center at the back of the brain is intact and LSD makes it go active, they might actually "See" things. Going to google it, you've got me curious
