It doesn't have to be "mind control." As Alex Jones points out, many of these guys are simply patsies. The CIA, NSA, FBI, whomever, simply recruits them and tells them "we want you to do this exercise for us to test security. Don't worry, if they catch you, we'll come to the rescue."
