  • The camera person was documenting an event. He was well outside any zone of concern for Hong. Hong steps out of the event zone to physically stop the documentation. Hong was in no danger, the patient was subdued. Hong is notorious for unprofessional behavior, and continues his unprofessional activity to this day. Safely documenting police activity is protected by law.  Hong apparently sees himself as being above the law he is paid to uphold.

Ever consider the reason they put a bag on his head was so he didn't spit on the officers? There's a lot you need to consider before you go on and say "police use excessive force."   • I'm usually pro law enforcement. I wasn't there and don't know the entire story or the escalation of force that took place prior to the camera being turned on. I don't think it was necessary for the officer to have all her body weight on the mans legs or for the sgt to hold the mans arms up like he was. It definitely wasn't warranted for the sgt to try and take the camera, camera man was not in the way and its not illegal for him to talk to the guy being transported

  • Simply put, the camera guy is interfering with the police, because he starts talking to the person they are apprehending. However the officer could have handled it better; Instead he should have told the camera guy he could record but needs to back away and stop talking to the person they are detaining or risk being arrested for interfering. It is possible that the officer had already warned the man prior. The officer did not have a legal reason to grab the camera.

  • 1, pulling the arm back that ensures suspect can't get up, it sucks but necessary, too many people can bend and contort to a position where they can still fight, in short it didn't become a problem until P.Hong grabbed the camera. That's assault.

    1st excessive use of force: When the officer took the guys hands that were already cuffed behind his back and pulled them up, they don't naturally go that way, and the guy on his back just adds to the pressure on his rotator cuff.

    2nd excessive use of force: When he placed his hands on the guy filming the incident, the camera guy didn't commit a crime therefore he shouldn't be saying anything to him, and definitely not touch him or the camera.

  • I think the cop may have done that because you were making comments to the suspect that may trigger violent reaction. I am all for video taping cops to make sure they know we are in charge, however you have to stay uninvolved in the matter except in extreme cases.

(camera in hand becomes part of the body) Before showing your infatuation for uniforms and badges and guns and authority, read up on what the LAW says!   • @690169 The cameraman has the legal right to film in a public place, so the offcer telling him to put the camera down is meaningless. The camera in hand, or on the shoulder is reguarded as part of the body and cannot be struck, pushed or touched legally. Injury could occur to the body from such contact. This is interpreted by law as assault. I did not use the term excessive force; I said assault; and that will hold up in court. There was no justification for the officers action. Good discussion!

All you see is a hand coming over the lens and hear a lot of noise. The officer initiated the contact.How serious the contact was can't be seen, but contact was made and he did not arrest the camera guy. He also did not put a gentle caring hand over the lens. Any good lawyer take this, and the officer has got problems. The cop just lost his temper.

    Nothing motivates cops to treat people with decency and humanity like the sight and sound of a rolling surveillance camera.

    The simple video recorder in its simplicity has done more to ensure humane, decent treatment than anything else. That is sort of sad, but true.

I wasn't going to comment, but when I saw what was being said here, I had to. The guy's video is so biased, it is rediculous! I can't say what he did prior to the tape, but he was acting HORRIBLE to people passing by! The guy shooting the video does this all the time! He has a hard on for making the BPD's job so much harder...just look at his other vids!

  • what u dont show is the beginning in which the officers have to use caution not for your safety but for them selves first the the public, the guy is a nut what are we suppose to do sir please do as i say i am sure that was dont first before the guy went nutty
