The problem with this (and many of the low profile tires that come on cars these days) is that if you brush a curb, instead of the cheaper tire protecting the expensive rim, it's the other way around. Also, with low profile tires, you are more likely to have a blowout when you hit a really bad pothole. I had a car (Porsche Cayenne) that came with 22" rims and I hit a pothole and and a blowout on both tires on that side. I changed all the tires to 17" rims so that would not happen again.
Never go over 1/2 size of the rating, if it's 16 you can go 15.5 or 16.5 or you just being stupid. I test tires for a living trust me on this. It's not only dangerous it's detrimental to the tire and wheel.

@krayzeejojo You put something ignitable in the tire, and then you light that fuel to create an explosion. The explosion forces the tire sidewalls outward and sets the beads. Normally it would be really difficult to get a tire onto a rim that's considerably wider than it.

First of all, people do it for the VIP style (JAPAN style mainly), drifing, and even for daily drivers. But the main purpose for stretching tires is: Once your car is lowered and you have these stretch tires, this creates more clearance to your fenders. @jt4265 stretching isnt just used as a cheap way out, its preferred in many different applications. (ex: drift cars, allows for less sidewall flex which leads to less "roll" from tire flex and ultimately more predictable/precise steering inputs, not to mention it can help cars with less power due to less contact patch. price is another plus, smaller widths = cheaper tires to burn in most cases. For flush/poke show cars, allows for fender/tire clearance to get the flush look we all love :) etc)
