I saw a guard inside a tomb giving a guided tour to a japanese couple and he allowed them to film and to take photos just because you was paid for it by a "tip". You are NOT allowed to film inside tombs. But it's a common thing everywhere to pay a tip, it's like a "popular" sales tax or vat on services. Overall, it's great time to be in Egypt.
But nobody tells that the tips are sooo low. A pound is about 11 eurocents.

Grave guards are assholes. They ask money for everything. I even saw a police agent asking for money...
Egyptian authorities should be aware of this.
