turtwig becuz it can beat piplum with grass type moves and can beat infernape with earthquake when it learns it in 32 when it evolves

actually it cant beat it because piplup becomes a water metal type so piplup can beat it when turtwig becomes ground and anyway infernape is faster so it could easily beat turtwig
