Before I say anything I will first let it be known that I am ignorant to a lot of things about Lenin, and his views, but from what I have read I looks as though it was indeed Lenin who started the political repression of the Soviet Union. While Stalin was the one who used his power to torture and murder his own people, Lenin also showed some very similar views to Stalin. And it does seem to me that it was Lenin who also originally started the Gulag camps.
