how would this do on a ati radeon 3450 HD, intel Q8200 @ 2.33 GHz 2.34 GHz quad core, 8 gigs of i think DDSR2 RAM (a lot of fucking ram for a PC that cost $1,072 if you ask me).

Yes you can run the game on nVidia 8200M, cause the minimum is nVidia 6200. So i don't see any problems with that.

It's a FPS (and 3rd) RPG, in a post-apocalyptic enviroment. And i've finished the game in about 18 hours.

You´re one of the people that think that their graphics card is the only and best one all over the earth!

UT3 is a graphically bad game you can even play it on a 8400GS (not with full details)also you could overclock a 8600GT or M GT very much!
