What's the difference between the two, besides the fact that WMV is specifically designed for Windows?

MP4 files are much much smaller but are about about the same if not better quality. For example, when I rendered my Frontline: FoW video as a WMV, it was about 150mb, but when i rendered it as an MP4 it was only about 17mb.
