That wasn't due to fan pressure, it was in development before the fps one but they didn't tell anyone. I guess they thought the fps would create more PR and they were right.

I didn't base that on anything other than a small post on a game review site about it, but I'd still call it a reasonable reason if it were like that. Keep in mind that they even altered the actual FPS game a bit.

Well that certainly makes things interesting. There was an interview with one of the devs of the FPS XCOM that had him going on about how turn-based strategy games are obsolete. It now looks like it was just one big attempt to troll XCOM fans for attention...and it appears to have worked.
