I should say. "That this part of the law (article 255 in the NY penal law) has been updated recently and the relevant section, 255.17, was left unchanged doesn't mean that it's a law that is applied." Also, a citizen's arrest is illegal for anyone that was not with him at the time of the crime, because the alleged crime is not a felony (New York Criminal Procedure Law 140.30).

If I remember correctly I think Melrose Larry Green was already trying to hold a rally and the cops wouldn't do anything. In the end, Franks lawyers got involved. It's been a while but I remember something along those lines going on.
