This particular case aside, 13 is really not that far off from 16, the legal age in most European countries. Don't get me wrong, I'm not saying a 13 year old girl is likely to be mature enough to make the decision, but there's still a big difference from doing like.. an 8 year old, or something. At least a 13 year old has reached puberty.
That said I read in another comment that this was hardly consentual in any sense of the word, and that's always sick and evil.
