Voice doesn't determine anything. I mean, look at young male characters in anime and such. They're more often than not voiced by a female seiyuu. Seiyuu gender has nothing to do with the character's gender. As for placement on the cover, maybe it's for aesthetic purposes and not gender?

In my opinion, I say Arno is male more so from his name (and a few quirks). "Arno" is a male name, coming from "Arnold." So Arno could be a feminine-looking boy? Regardless, Arno's adorable. :D

Arno sorta sounds like a boy when you're casting a spell with him in the English version. You can hear its original voice on the official website, and that's more feminine.

BINGO!! Upon further review i've gone to the original and official Japanese webpage for summonnight games (by the way, there's like 9 SN games in Jp! oh and for the site you may have to DL some language packs)

the front cover of the game was intended to be [u]gender symetrical[/u] around Aera at the center with the summon beasts, Edge, and Ryouga. But apparently loki and Iguzerudo are male, Dina and Arno are "implied" female. and Edge(Edgar) and Ryouga are males (obviously).

Also someone mentioned she has a crush on Tatiana, but females often show higher affection for females anyways (such as Sugar from SN 1 and Pratty)

Bottomline, this is typical JP humor. Genius! Also, the translation should have used a replacing word for "him, he, etc"

English doesn't have a proper article to describe an ambiguous person, other than 'it', but 'it' doesn't work for intelligent beings. So, the translation crew dumped the male versions.
