The game was programed to have aPokemon at all time, when you begin your adventure, you have Missigno with you, only that you loose him when they give you you´re first Pokemon. That's why he apears in all games, that's why he´s 000. Not rare, but necessary.

Missingno. is only Dex number 00 because its associated 'family' data is blank.

As far as I know bad egg is un-tradeable I have tried trading it to a friend and it crashed my game 3 times, the only thing I've managed to do with it was send it to Pokemon ranch, which will freeze it you try to get it back out.
