Back then I couldn't read any of those signs that are found in each level of the game. But now thanks to the fact that I'm currently studying Japanese, I can read some of them. The sign in this level reads as "Yamashiro" meaning "Mountain Fortress".
Yes, it is based on Kyoto, then the capital of Japan. Edo is where you start, which is what Tokyo used to be called before becoming present capital of Japan. ;-)

I found it easier to throw coins at the boss versus getting close enough to hit with the kiseru.
