Jugni is not owned by any country. It is a punjabi folk song and has been long before Pakistan came into the picture and Yes it has had the same tune. Arif Lohar sang it but so did gurdas mann, kuldeep manak etc. It is not copied, Arif Lohar does not own the song or the tune. It's folk.

Almost 60% of the new music that comes out is taken from all the Pakistani talent across the border. The remaining 40% are remixes of old songs - music in India is dead now.

Jugni is originally a punjabi folk song and there has been over 100 different versions of it by different singers. So you can't say that arif lahor's version is the original either.
