This has more to do with elimination of the Mississippi River floodplain than oil consumption. The river used to naturally flood land adjacent to the river-known as the floodplain-during spring floods.
With the exception of floodways, the Bonnet Carre Spillway, and the Atchafalaya River, the Mississippi River is now restricted to its main channel by a system of levees, and the floodplain has been subject to development. It is no longer allowed to do what it did naturally--flood the floodplain.
Humans have developed in areas where nature poses a risk to their safety, despite engineered efforts to reduce these risks. The Mississippi River floodplain is an example of this. The flooding of the river was not a tragedy when nobody occupied the floodplain, and it is only now a tragedy because we are living in the floodplain.
