I'd say it's an Austrian accent. Could be German too, but reminded me more of Arnold, and it sounded quite pleasing to the ear. German accent is more like how Gunther Hermann from Deus Ex speaks.

OK, in case you don't speak German (or Swiss German for that matter): When I listen to it carefully I can notice that's indeed a Swiss German accent and not a German one, it just sounds more like a German accent sometimes, especially the pronunciation of the r's. I have a teacher who also speaks similar to that (although not nearly as bad as this guy) and I first thought he was German, even though he's Swiss. Yes, it's a Swiss accent indeed.
