Actually the GOP took control of Congress after the mid-term elections of 1994 amid Clinton making many "rookie" mistakes and misteps.

Although, like it or not, they initially DID push through a majority of their "Contract with America" promises that Newt Gingrich orginized, among which included Welfare Reform.

After that, all they seemed to accomplish was a long record of corruption, gas bagging and changing French Fries into "Freedom Fries" in the congressional kitchen.
