Granted that the solar cell wouldn't but a small windmill at home would generate all day, if the wind is blowing, then store the power in a battery in your garage which can be tapped later or have the windmill just have it charge it over night. the stored charge in the battery could be used to charge tha car when there is no wind blowing. For people living next to streams a similar device could be used in the stream for constant power to create electricity.
