i think adding the beef first is better, because the meat takes longer to cook, and if u put the veggies first they will be overcooked, and sometimes burnt.
The meat won't take longer to cook than the veggies, since it is sliced really thin. Which he says to do. No way the veggies, esp the red pepper, would be overcooked in that short amount of time. Nor would they be burned in that much liquid.
