I don't know what you mean by 'fine' but Phil's voice has changed over the years as he's gotten older. It's gotten deeper and lost some of the rough edge it had in the 80s and early 90s. Even on the WCD tour, Phil had to strain to sing some of the songs. I think in retrospect it was really the 'Dance Into The Light' album and tour onwards that you could really notice a difference in his voice. I don't notice it so much here.

In just a few months? C´mon...He changed the keys because "The grand finale" got harder for him to do vocally. He has no trouble doing it in the original key TODAY (There is a fantastic piano solo from 2002 of this song, you should check it out) but he was in the middle of a tour. He sings a two hour set almost every day. So he had to change the keys, because it got harder. Nothing to do with his age, it just became too much of a strain for his voice.
