But the unelected fourth branch of government -- the immense, unaccountable federal bureaucracies -- like the EPA, doesn't give a damn what you, congress, nor I think -- what's fair -- or whether the Constitution authorizes its existence. Just make a tax system very easy where everybody pays a percentage of their income or a percentage of their consumption. No itemization, no deductions unless your a small business playing with less then 50 million in net profits in year 2000 buying power.
As for the money itself. It should be based on the prices of commodities and precious metals and never subject to government fiddling to balance the books on the backs for those on with fixed incomes. (unable to move funds avoiding theft)
The largest problem is that we (the advanced countries) have multiple tax systems going at the same time. One tax system for those highly educated in tax law. The rest of us suffer with a welter of taxes from exsies, per diem, tariffs, and other such things. The complexity of the tax stupefying tax law weighs upon everybody except for a small subset elite of tax professionals who have the free time and fortitude to game the system for their wealthy clients.
The fair tax isn't very fair. I'd rather the government just cut their grotesque spending and lower taxes generally than implement a gimmick that would see them voted out of office.

Yes, when there was no real industry outside of Europe and the US, half the world was behind the Iron Curtain, and most third world countries were European colonies, they may have been able to squeeze more out of their citizens without making themselves uncompetitive, but that is no longer the case.
You missed the point their taxes are largely irrelevant to their share of world GDP, their share would inevitably decrease as China (and others) go through industrialisation, there is no tax cut on earth that would allow them to compete with the low wages in Asia. It is inevitable that their share decreases.
