No, Its at normal speed. Its a fairly common sound in many places in the US - especially on hot summer nights after a good storm :-)

Actually, bullfrogs are native to much of the US. They have been introduced (largely by man) into other areas where they can damage native frog populations. I would save my anger for the humans that introduced them though, rather than the frogs. :-)
