Ok, from what I gather from the video, he or she(pleasure of full encasement you never know), it has the end cap on the re-breather bag so no air exit, the side valve is intake only. And the bag isn't inflating that much, so no air is being brought in. By the severity of the struggles, it is within the 45 second limit before passing out.  However, I can't see the hands if they're bound or just holding them for show, that's the key to it.
