How exactly do people EV train their pokemon if they're only at lvl 5?

In gen 5 its somewhat easier (in a sense). You simply use vitamins as many vitamins as possible and then the rest can be done with those 1 ev wings (long process but technically possible)

Otherwise you can do it by again, using as many vitamins as would be possible, and then battle very low level things (this can be done quite well in heart gold) and get each pokemon in your party to hold an exp share to absorb exp. And of course, the guy your training needs pkrus and power items

@fmabfma I guarantee that 99.9999999% of LC use Pokesav/Pokegen to just created fully EVed pokes to avoid the hastle, but if you're questioning the legality then yes, the full 510 evs has been proven possible for level 5 pokes for use in LC.
