Just for fun I did some research, and this is actually directed by David Lynch. It's from 2000 and is a result of 18 months of research from the European ad agency. They tried five ideas on test audiences, and this was the only one that tested well. The European Playstation tagline is 'The Third Place', hence the words the duck says. The agency members all agreed that Lynch was the only director suitable to make the commercial work.
