Uhh, I don't think I'll do a tutorial (Sorry, I hate making them) but it's basically a dome of cardboard. (It's constructed of a ring of the circumference you want it and triangle pieces from the ring to the centre to form a "dome" shape)

Nah,, it's just a model for fun. It does have some shock absorbtion though which it can be used for but it's not hard enough

Yes, and some metal plates (if the airsoft gun is really strong) sandwiched between the cardboard. (The helmet is double / triple layered)
